Our Staff

Luis Montenegro Jr.

Luis F. Montenegro, Jr. has over 30 years of experience in the marketing research and opinion polling industry, as well as in business management. He has assisted companies and candidates in obtaining a clear picture of their brand and position through his research experience. Luis manages project operations at NORS-METRO. He is also an adjunct faculty member at Miami Dade College and Florida International University.

Luis is currently a doctoral student at Northcentral University, where he is working towards a Doctorate in Business Administration. He received his Master’s degree in Business Administration from Barry University’s Andreas School of Business and from Florida International University he received his Bachelor’s in Business Administration. He is also certified “Expert” by the Insights Association’s (MRA) Professional Research Consultant certification program.

Luis is a member of the Insights Association and American Association for Public Opinion Research and served on the Board of Directors for the MRA Florida Chapter.

Kevin Montero

Kevin Montero is an information technology professional, market research programmer, and application developer and serves as the I.T. Manager, Lead Programmer, and Communications designer at NORS. Kevin was born and raised in Miami, Florida, is fluent in English and Spanish.

Kevin enrolled in the computer science program at Florida International University where he earned his bachelor’s degree in 2002. While working towards his degree, Kevin obtained an interviewer position at National Opinion Research Services.

Within a couple of years, the Programmer / IT Manager position became available and was offered to Kevin which he quickly accepted and still holds. His daily activities include programming CATI scripts, general quality control of collected data, as well as the setup and maintenance of all software and hardware in use on the corporate network.

Kevin has certifications in Microsoft MCP, CompTIA A+, and CompTIA Network+.

During his time in this position Kevin has also developed and maintained corporate applications used on a daily basis in charge of time-clock management, payroll, project-bidding, and invoicing. In his spare time, Kevin enjoys challenging his programming ingenuity, and recently completed development of a cutting-edge web survey platform.

Gene Lobaina

Gene Lobaina has been a computer programmer and data analyst at NORS-METRO for over 30 years. He received his bachelor’s degree in Information Systems from Florida International University. Born and raised in Miami, Gene is fully bilingual being fluent in both English and Spanish.

As part of our evening shift, Gene is on-site to make any CATI script changes required. Gene works in conjunction with management and clients to ensure that project quotas are implemented, and any adjustments necessary are made in order to meet deadlines. His daily duties also include sending data files and reports to clients at the end of the shift, as well as checking the validity of data collected and addressing any irregularities that stand out. Additionally, Gene is responsible for quality-control, translation, and coding of open-ended answers all while ensuring these are up to market research quality standards at all times.

Carlos Mendoza

Carlos Mendoza is the call-center’s lead supervisor. He graduated from Florida International University, where he studied Information Technology and Business Management. As lead supervisor, his main objective is that everyone, supervisors and interviewers alike, are well prepared for the shift’s projects. Carlos is dedicated to ensuring a quality interviewing environment by scheduling one-on-one trainings as well as listening in on interviewer calls. Carlos routinely conducts project briefings, client monitoring sessions and general project reporting. Carlos is fully fluent in English and Spanish.

NORS-METRO is fully-equipped for predictive and preview dialing, and can seamlessly switch to hand-dialing of cell phones in order to fully adhere to TCPA guidelines. Additionally, we can remotely interface directly with your interviewing platform allowing us to collect data on your behalf, and perfectly within your specifications. Our networking capabilities include a dedicated synchronous fibre connection to the internet. Our connection is routed using QoS mapping which prioritizes voice traffic for crystal-clear VOIP communications, and ensures a smooth and reliable interview flow.

Quality Control Standards

NORS uses total quality management techniques to ensure quality control in all phases of data collection. These consist of but are not limited to:

  • All interviewers participate in the Insights Association Interviewer Training.
  • All telephone interviewing is conducted from central telephone facilities and is supervised by well-trained, on-site, experienced permanent staff.
  • At least 10% of all surveys are validated.
  • Surveys are electronically time tracked for validation purposes.
  • Program as well as routine, strict NORS in-house training.
  • Interviewers are constantly monitored for survey administration efficiency and validity.
  • Interviewer to supervisor ratio never exceeds 9 to 1.
  • All surveys and screeners are edited for completeness and precision.

Software Technology

NORS uses proprietary interviewing and call management software for conducting surveys. Features include,but are not limited to:

  • Advanced characteristics that allow for multiple choice and rotation-within-rotation questionnaire capabilities.
  • Data in standard formats such as: SPSS, Excel, ASCII; as well as nonstandard formats such as column binary and dBase.
  • On-the-spot simultaneous project updates and marginal runs.
  • Telephone samples are cleaned to remove duplicates and are maintained so that at all times there is an exact count of “dead” vs. “live” numbers.
  • Calls are auto-dialed to assure accuracy.
  • Intervals between callbacks for no answer, busy, answering machine, etc.
  • Calls are custom set on individual project basis based on specific client needs.
  • Callbacks are assigned appointment times.
  • Frequency of calls is custom assigned to each project.

NORS Surveys is committed to respecting your privacy and protecting your personal information. This privacy policy describes how we use personal information gathered about visitors to this website. Please read the following carefully to understand our views and practices regarding your personal information and how it will be treated.

NORS Surveys' services enable our clients to administer surveys on our platform. We host our clients' surveys on our servers and collect the responses to those surveys on their behalf. On rare occasions we may also upload contact information of potential survey respondents on our clients' behalf when it is necessary to match survey responses back to a respondent. We refer to this information as "Survey Data". Our clients remain data controllers of this Survey Data and we process it exclusively as per our agreement with our clients. Other than Survey Data, we process very limited information about you.

Our clients have complete control over who they invite to participate in a survey, what information they collect inside the survey, whether they need us to upload potential respondent information (which they would provide us with), what the Survey Data will be used for, whether it will be combined with other information and data, who it will be shared with and how long it will be stored. Our job is only to program and host the survey on our client's behalf, and deliver your survey responses back to them.

 

1. The information we collect about you

We collect the following information about you:

Survey Data: we collect your survey responses. On rare occasions our client may provide us with and ask us to upload your contact information when it is necessary to match your survey responses back to your record. Our client may also request that we ask you for additional information such as your name and email address inside the survey. As explained above, we process this Survey Data on our client's behalf and make no use of it ourselves.

Cookies: our online surveys do not generally use cookies unless our client asks us to use a cookie to prevent you from completing a survey more than once.

Technical information: we collect technical information about your interaction with our server, including the type of browser and/or device used, operating system, date and time stamp, and IP address.

Your contact information: we will collect information provided by you if you contact us directly using the contact form on our website.

 

2. Security of your information

We take the security of your information extremely seriously. Our survey website uses encryption to transmit all information that you provide to us and this information is stored on secure servers. Our datacenter provider is also SSAE16 certified.

 

3. How we use your information

We use the information that we collect about you as follows:

Survey Data: we store and process your Survey Data solely to provide our services to our clients as per our agreement with them. We only use your Survey Data for our own purposes if required to do so by law, and/or if you consent to us doing so.

Technical information: we may use technical information about your interaction with our server for the purpose of system administration and maintenance, and ensuring network and information security. Certain technical information related to your visit (such as IP address) may be used for security purposes such as preventing you from completing a survey more than once, or to determine if you are accessing the survey via a proxy server (which some of our clients do not allow.)

Cookies: if our client has asked us to, our survey will use a cookie to prevent you from completing a survey more than once.

Your contact information: we will only use your contact information when contacting us directly in order to respond to your enquiry. In some cases, we may need to refer you to our client in order for them to respond to you directly.

We will never use any information that we have collected about you for marketing purposes.

 

4. Who we share your information with

Survey Data: unless we are required to do so by law, we will not disclose your Survey Data to any third parties other than our clients and any sub-processors that have been authorized by them.

Technical information: your IP address and browser/device type may be shared with a third-party vendor in order to determine if you are accessing the survey via a proxy server (which some of our clients do not allow.) On some occasions our client may ask us to show you a video presentation as part of the survey. This may require us to use the services of YouTube for the integration of such videos. YouTube, LLC, 901 Cherry Ave., San Bruno, CA 94066, USA is the operator of the corresponding plug-ins. When you are shown a survey screen with the YouTube plugin, a connection to the YouTube servers is established. YouTube will be informed which pages you visit. If you are logged into your YouTube account, YouTube can collect your personal surfing behavior. You can prevent this by logging out of your YouTube account beforehand. If a YouTube video is started, the provider uses cookies which collect information about user behavior. If you have deactivated the storage of cookies for the Google Ad program, cookies will not be stored when viewing YouTube videos. YouTube also stores non-personal usage information in other cookies. If you want to prevent this, you must block the saving of cookies in your browser.

Your contact information: when contacting us directly we may, if necessary, refer your enquiry to our client.

 

5. How long we keep your information

As a general rule, each January we delete all Survey Data (including any uploaded contact information) of all survey projects that have been completed. If our client decides they want this data deleted prior to such time, they have the right to ask us to do so. Technical information about your interaction with the server (also known as a raw log) is archived at the beginning of each month, and the previous month's archive is deleted at the same time. We reserve the right to retain any collected information (including the abovementioned) for a longer period of time as long as we have a specific reason to do so.

 

6. Your rights as a data subject

At your request we will provide you with information about whether we hold any of your personal information other than your Survey Data, and provide a copy of this information to you. To request this information please use the contact form on our website (norssurveys.com) and include any information (such as invitation URL) that can help us locate such information. You may also request that we update, amend, correct or delete your personal information.

If you wish to delete your Survey Data, or opt out of any use or disclosure of your Survey Data, you will need to contact our client directly. Where necessary, we will provide assistance to our clients to deal with your request.

 

7. Changes to our privacy policy

If we make any changes to this privacy policy, the updated policy will be posted on this page with an updated effective date.
